
Minnehaha County Emergency Response
Project Description
Several areas of Minnehaha County were damaged by a natural disaster consisting of heavy rains and flooding that occurred between June 13th and June 20th 2014. Following a Disaster Declaration, the County had sought to complete work eligible for financial assistance under the Federal Highway Administration’s (FHWA) Emergency Relief Program for Federal-aid highways and under the Federal Emergency Management Agency (FEMA) Public Assistance program. Minnehaha County Highway Department (MCHD) personnel performed a preliminary assessment of the damage to the infrastructure caused by the disaster. The project involved the preliminary inspection, final design, plan production, construction observation, and documentation and administration for twenty (20) individual sites within Minnehaha County, South Dakota.
The project entails the following design elements:
- Visual inspection and documentation of each site
- Determine the required action to correct the damaged area
- Conducted landowner meeting and easement acquisition from adjacent property owners
- Designed mitigation measures and produced plan sheets and bidding documents
- Providing construction administration and observation of the proposed improvements
- Providing documentation to the County, FHWA, and FEMA throughout all portions of the project for eligibility of financial assistance
